Financial Incentives for Private Forestland Owners
Wildlife Habitat Incentive Program (WHIP)
Goals, Qualifications & Specifications:
Establish and improve fish and wildlife habitat on private lands.
  • Practice payments offset the costs of installation and materials for conservation measures.
  • Payments to a person or entity are limited to $50,000 per year.
  • Land must not be used for mitigation or other specified exceptions, and cannot be enrolled in the Conservation Reserve Program (CRP), Wetlands Reserve Program (WRP), Healthy Forest Reserve Program (HFRP) or similar easement programs. 
  • The participant agrees to prepare and implement a wildlife habitat development plan and maintain practices.
  • Cost-share agreements can be up to 10 years in duration.
